In the last thirty years, Torino has been going through a complex physical and socioeconomic transition that has transformed the whole urban system, by starting a process of innovation and change that is still underway.
The EU programming has played a crucial role in this process, not only from an economic and financial point of view, but also as an incentive for the development of innovative and effective public policies which have encouraged local governments to outline new practices and set up development opportunities, by institutionalizing the new operating methods, new administrative tools and new ways of relating to citizens.
